When he came in, in 1962 and 1963, he saw that a storm was developing and he thought a response had to be made quickly and he decided that a response along the lines of the one urged by Lorendeau was appropriate -- that is, a response to bring in bilingual and bicultural Canada. So the result was that he came in with it and he made the speech actually before he was elected, set up the Royal Commission, and during the course of that started to direct the federal government's policy towards creating a public service that was as able to serve French Canadians as English Canadians.
